Department of the Interior and Local Government (DILG) secretary Juanito Victor “Jonvic” C. Remulla has announced the adoption and strict implementation of the Safer Cities initiative in Metro Manila.

In a press conference at Bureau of Fire Protection National Headquarters, Quezon City on 06 April 2026, Remulla said that the initiative, spearheaded by the DILG and Philippine National Police (PNP), in partnership with barangay officials in localities, will eventually extend to major urban areas throughout the country such as Cebu, Baguio, and Bacolod.

“It’s time to make the people feel safer about where they live,” Remulla emphasized.

The DILG secretary noted that the program is dedicated to urban areas as majority of crimes happen in these places.

He explained that the initiative involves prohibiting and arresting street drinking as this commonly triggers altercations and sexual harassments.

Police officials will also engage in a curfew crackdown, where they will take minors into custody if found without valid purpose to linger outside their homes beyond 10:00 P.M.

Shirtless men will likewise be arrested if spotted in public places.

Similarly, karaoke beyond 10:00 P.M. will be prohibited except in fiesta and other valid festivities. Residents, however, may still seek the cessation of such noise through a complaint coursed through the 911 hotline.

Finally, Remulla informed that the PNP will intensify its presence in party areas to avoid altercations and other social disorders.

The PNP, in response to the initiative, has crafted the Integrated Anticriminal Campaign Plan, which involves the deployment of policemen in major convergence areas such as transportation terminals, public schools, worship places, and tourist spots.

Together with Remulla at the press conference were PNP director for operations Brig. Gen. Ponce Rogelio Peñones, National Capital Regional Police Office MGen. Anthony Aberin, and PNP chief PGen. Jose Melencio Nartatez Jr.
