The Office of the President has directed the adoption of alternative work arrangements in government offices in Metro Manila and 17 provinces tomorrow, 20 August 2026 following travel hazards brought about by the unceasing inclement weather.
Under Memorandum Circular No. 131, signed by Acting Executive Secretary Ralph Recto today, 19 August 2026, the directive covers the following areas: National Capital Region and the provinces of Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, and Occidental Mindoro.

Memorandum Circular No. 131, series of 2026
Government agencies involved in health service, disaster response, and other vital needs, however, are not covered by the directive.
For classes in schools in said areas, alternative learning modes are mandated unless governing local authorities instructed otherwise.
On suspension of local government work and classes, local authorities are given the discretion to call for the same.
Various parts of Luzon are currently suffering from floods resulting in heavy traffic and unserviceable roads, among others.
These all were due to torrential rainfall brought about by tropical depression Neneng, amplified by southwest monsoon.
Presently, two other tropical depressions outside the Philippine area of responsibility are being monitored for possible entry and onslaught in the country.
